Principal Secretary to the Prime Minister Dr PK Mishra has called for a comprehensive approach to disaster risk reduction, emphasising the need to protect development gains and limit economic losses.

Addressing a meeting of senior officials on disaster risk reduction convened by the United Nations Office for Disaster Risk Reduction (UNDRR) and co-chaired by India and the United Kingdom, Mishra highlighted the growing links between climate change, urbanisation, infrastructure expansion and environmental degradation.

He stressed the importance of artificial intelligence, machine learning and multi-hazard early warning systems in improving disaster preparedness. He also emphasised that warnings must lead to timely action and adequate financing to prevent disasters from causing widespread damage.

Mishra called for recovery and reconstruction plans to be prepared in advance, ensuring that rebuilding efforts address existing vulnerabilities rather than reproduce them.

Focus on reducing economic losses

Mishra noted that improvements in early warning systems, preparedness and emergency response have helped save lives. However, economic losses from disasters remain substantial, highlighting the need for a broader approach to risk management.

He urged authorities to move beyond isolated departmental efforts and adopt a coordinated understanding of disaster risks, including how one crisis can trigger further disruptions across infrastructure, communities and essential services.

Referring to the Sendai Framework for Disaster Risk Reduction, Mishra called for faster implementation of its objectives through 2030, alongside greater investment in prevention, mitigation and institutional capacity.

India highlights disaster management initiatives

Mishra outlined initiatives undertaken under the leadership of Prime Minister Narendra Modi, including the Ten-Point Agenda on Disaster Risk Reduction announced in 2016 and amendments to the Disaster Management Act introduced in 2025.

He also highlighted India's efforts to strengthen international cooperation on disaster preparedness, including the establishment of the G20 Working Group on Disaster Risk Reduction during India's G20 Presidency in 2023.

India has continued to promote global collaboration on disaster risk reduction through its engagement with international forums, including during its BRICS chairship.

Three priorities for stronger disaster resilience

Mishra identified three key priorities for improving disaster risk reduction: developing a better understanding of emerging and interconnected risks; increasing investment in resilience across public finance, infrastructure, urban development and natural ecosystems; and strengthening institutions through practical international cooperation.

He emphasised that disaster preparedness must be integrated into development planning to reduce vulnerabilities and protect communities and economies from future shocks.

The call for AI-enabled early warning systems reflects the growing importance of technology, coordinated planning and sustained investment in reducing disaster risks while safeguarding development gains.
