The Tamil Nadu government has begun work on assessing two urban infrastructure projects with a combined estimated cost of Rs 220 crore, with plans to explore their development through public-private partnerships.
The proposals include a Rs 130-crore multipurpose commercial complex in Thanjavur Corporation and the redevelopment of the old bus stand in the Polpettai area of Thoothukudi Corporation, estimated to cost Rs 90 crore.
As part of the initial project preparation process, the government has invited tenders to appoint a consultant under the Tamil Nadu Project Development Grant Fund. The consultant will prepare detailed feasibility reports for both projects and provide transaction advisory services.
The assessment will examine whether the proposed developments are financially viable and suitable for implementation with private participation. The findings will help the authorities determine the appropriate public-private partnership structure before private developers are selected.
For Thanjavur, the feasibility study will focus on the proposed multipurpose shopping and commercial complex. In Thoothukudi, the consultant will assess the redevelopment of the existing bus stand at Polpettai.
Both projects are currently at the preparatory stage, with the consultancy assignment intended to establish their technical and financial feasibility and provide a framework for their eventual implementation.
The consultancy contract has been valued at Rs 50 lakh. Firms participating in the tender process are required to furnish a deposit of Rs 50,000.
The selected consultant will also advise the two municipal corporations on the procedures involved in implementing the projects under the public-private partnership model. The assignment includes assistance in the process of identifying and selecting the private companies that could undertake the proposed developments.
The feasibility exercise will therefore cover both the practical viability of the projects and their potential financial and partnership structures, providing the basis for subsequent decisions on private participation.
The deadline for submitting bids for the consultancy assignment is 11 a.m. on October 15, with the tenders scheduled to be opened at 12.30 p.m. the same day.
Selection of private partners for the Rs 130-crore Thanjavur commercial complex and the Rs 90-crore Thoothukudi bus stand redevelopment will be taken up after completion of the feasibility assessment and the required partnership procedures.
