The Jammu and Kashmir Administrative Service (JKAS) Officers Association on Friday announced a one-day pen-down strike across the Union Territory to protest the alleged verbal abuse of Assistant Director Beenish Wani.

The allegations triggered widespread outrage among political leaders, civil service associations and social activists, who called for accountability and action.

In a communication to its members, the JKAS Officers Association said the protest aimed to defend the dignity, self-respect and institutional honour of the cadre. It urged officers across departments to join the strike, emphasising that an attack on one officer's dignity affected the entire service fraternity.

Former Jammu and Kashmir Chief Minister Mehbooba Mufti called for strict action against IAS officer Kumar Rajeev Ranjan. In a post on X, she said Chief Minister Omar Abdullah should take up the matter with the Centre and seek action against the officer. She also referred to allegations against Ranjan concerning the issuance of illegal gun licences.

Former Srinagar Municipal Corporation mayor Junaid Azim also criticised the alleged conduct, questioning how individuals displaying such behaviour could clear the Union Public Service Commission examination.

Social and environmental activist Dr Raja Muzaffar said administrative leadership required composure, professionalism and respect for institutional norms. He described the allegations against Ranjan as concerning and questioned their implications for public service ethics and administrative training.

Muzaffar also praised Beenish Wani for what he described as her refusal to yield to intimidation, saying her response reflected professional self-respect and courage.

Meanwhile, the Jammu and Kashmir Labour and Employment Department issued a clarification regarding video clips of the incident circulating on social media, describing them as selectively edited and warning that they could present a misleading account of the proceedings.

The department said the clips originated from a review meeting chaired by its secretary on October 14, between 3 p.m. and 6 p.m. The meeting reviewed the department’s performance across all 20 districts of Jammu and Kashmir. The complete recording, it added, was available with the National Informatics Centre (NIC).

According to the department, the chair emphasised the high expectations associated with Mission YUVA and urged district officers to carry out their responsibilities with dedication and commitment. Officers were also reminded to ensure effective implementation of the initiative and timely delivery of benefits to eligible youth.

The department stressed that mutual respect, discipline and professional decorum were essential during official interactions. It said officers and officials were expected to respect their seniors while discharging their duties and that provocative remarks and inappropriate language had no place in administrative proceedings.

Expressing regret over the developments surrounding the meeting, the department said the circulation of selectively edited clips without the full context was a matter of concern. It described the circulating material as unverified and said the matter would be taken to its logical conclusion in accordance with applicable rules and regulations.

The department appealed to the media and the public to exercise caution before sharing unverified or sensationalised content on social media.

It reiterated its commitment to youth empowerment, the implementation of Mission YUVA and improved public service delivery across Jammu and Kashmir.
