India will host the 12th BRICS Parliamentary Forum at the Central Hall of Samvidhan Sadan in the Parliament House complex on October 26 and 27, bringing together parliamentary leaders from member and partner countries.

Prime Minister Narendra Modi is scheduled to attend the inaugural programme and meet the visiting delegations.

The two-day forum will focus on the theme “Strengthening Parliaments for People-Centric Development”, highlighting the role of legislative institutions in advancing policies that address people’s needs and aspirations.

The event is expected to bring together presiding officers and parliamentary leaders from BRICS member and partner countries, Union Ministers, Rajya Sabha Deputy Chairman Harivansh, presiding officers of state legislatures, Members of Parliament and other dignitaries.

Om Birla Holds Talks with Russian Parliamentary Delegation

Ahead of the forum, Lok Sabha Speaker Om Birla held a bilateral meeting with a Russian parliamentary delegation led by Vyacheslav Volodin, Chairman of the State Duma of the Federal Assembly of the Russian Federation.

The discussions covered parliamentary cooperation at international forums and the need for coordinated efforts to combat terrorism.

According to an official statement, Birla welcomed Volodin and his delegation on behalf of the Indian Parliament and the country, and highlighted the longstanding relationship between India and Russia, built on mutual trust, respect and shared aspirations.

Birla also acknowledged Russia’s support for India’s efforts to combat terrorism and called for a united international response to the threat.

He stressed that countries must demonstrate collective resolve against terrorism and work together to promote global peace.

India-Russia Partnership in Focus

Birla noted that India and Russia would mark 80 years of diplomatic relations in 2027. He said the two countries’ Special and Privileged Strategic Partnership had been further strengthened under the leadership of Prime Minister Narendra Modi and Russian President Vladimir Putin.

The meeting underscored the importance of parliamentary engagement in reinforcing bilateral ties and building cooperation on issues of shared concern.

Forum Marks New Chapter in Parliamentary Diplomacy

Addressing a press conference at Parliament House last Thursday, Birla described the upcoming forum as a new chapter in India’s parliamentary diplomacy.

He said the gathering would provide an opportunity for representatives of BRICS member and partner countries to exchange views on strengthening legislative institutions and making parliamentary processes more responsive to citizens.

The deliberations will centre on how parliaments can contribute to people-centric development, improve institutional cooperation and support policies aligned with public needs and aspirations.
