Haryana CM Saini Seeks Stronger Cooperation With Singapore on Infrastructure, Industry

Haryana Chief Minister Nayab Singh Saini has called for greater cooperation between Haryana and Singapore in infrastructure, logistics, technology, urban development and advanced manufacturing.

Saini made the remarks during a programme organised under the SING (Singapore India Network for Growth) Forum on the second day of his visit to Singapore. The event was attended by industry representatives, prominent business leaders and Chhattisgarh Chief Minister Vishnu Deo Sai.

Addressing Singaporean industry representatives, Saini said Haryana's ambition was not limited to becoming an industrial hub but also to emerge as India's “Innovation Capital”. He said stronger business partnerships between India and Singapore could translate existing bilateral ties into projects with an impact on the ground.

The Chief Minister highlighted the broader India-Singapore relationship, describing it as extending beyond trade and investment to areas such as people-to-people connections, business partnerships and institutional cooperation.

Saini noted that Haryana and Singapore have previously collaborated on several projects. In 2017, the state signed five memorandums of understanding with Singaporean companies and institutions covering sectors including logistics, townships, aviation, smart cities, wellness, power and infrastructure. The proposed investments under those agreements were valued at more than 3.8 billion Singapore dollars.

He also cited the International Tech Park in Gurugram, developed by Ascendas-Singbridge, as an example of Singaporean business presence in the National Capital Region.

Saini said the next phase of cooperation should focus on combining Singapore's expertise with Haryana's industrial base and its position within the Delhi-NCR region. He highlighted Gurugram's corporate and technology ecosystem, Manesar's manufacturing base, the state's road and freight infrastructure and its young workforce as potential advantages for investors.

Logistics and infrastructure were identified as one of the key areas for cooperation. Saini said Haryana's location between major manufacturing and consumption centres in northern India, along with its network of expressways and freight corridors, could create opportunities for Singaporean companies specialising in logistics and supply-chain management.

Urban development and real estate were another focus area. Saini pointed to Singapore's experience in integrated urban planning and said Haryana's rapid urbanisation offered opportunities for collaboration in townships, commercial developments and modern urban infrastructure, particularly in Gurugram and neighbouring areas.

The Chief Minister also highlighted opportunities in technology and Global Capability Centres. With Gurugram already hosting a large number of multinational companies, he said Singaporean businesses could establish technology, digital, financial and professional services centres in the state.

Advanced manufacturing was identified as another potential area of collaboration. Saini said Haryana's established automobile and engineering industries could provide a foundation for expanding into electronics, semiconductors, advanced manufacturing and other emerging sectors.

He also highlighted a recent education and skills partnership between Haryana and Singapore-based Global Schools Group. The collaboration is aimed at developing K-12 education infrastructure and is expected by the state government to generate around 2,000 direct and indirect employment opportunities.

Saini said the state would seek to build on existing partnerships with Singapore and translate them into further investment, infrastructure and employment opportunities in Haryana.
